1.  All matches are played to E.P.A rules, which should be on display or available at the venue.

 

2.  All players must be registered before they play even a frame.  This can be done anytime by contacting the      secretary by txt or e-mail.  Or by filling in the “New Player” box on the scorecard.  If any unregistered or illegible player’s names are on the results card, the team will be automatically deducted 3 points per frame played, win awarded to the opposing player and overall result adjusted accordingly.

 

3(a) All Monday matches to start at 8.30pm.  Visiting teams should be allowed to practice, if they wish, 15 minutes prior to start.

(b) Each match to consist of 9 single frames as follows:  Five different players to play the first 5 frames and 4 different   players to play the next 4 frames.  A player can play 2 frames in a match, once in the first 5 and once in the last 4. 

(c) A player cannot play both frames 5 and 6.  If this happens, the offending player will automatically forfeit frame 6 to the opposing player regardless of a win or loss.

(d) Home team to write their team down first in whatever order they want to.  (Except rule 3c).  Once the team has been written down it cannot be changed without the consent of the opposing Captain.

 

4(a) To constitute a match, a team must have a minimum of 3 players available. Although this would handicap a team, 6 frames could still be won.  (also see rule 5a).

(b) If both teams only have 4 players, then only 8 frames must be played.  However, the team that wins 4 frames first will collect the 3 bonus points should the match end in a draw.  Under no circumstances should any player contest 3 frames in a match.  This also applies if both teams only have 3 players, ie: first to 3 frames wins the 3 bonus points.

(c) If circumstances dictate that a player(s) will be delayed for a match, then the captain must communicate with the opposing captain regarding these circumstances.  Players arriving late may participate in the match, provided that match continuity is maintained.  (This rule is at the discretion of the aggrieved team).

 

5(a) Matches are not allowed to be cancelled, abandoned or re-arranged unless there are exceptional circumstances (i.e: severe weather conditions, bereavements, etc).  If in the event of a power cut, a rematch from scratch must take place regardless of the score at the time at the same venue A.S.A.P or on a date set by the committee.  The League Secretary must also be notified A.S.A.P.

(b) Any team failing to turn up for a fixture for any reason other than exceptional circumstances will automatically lose the match 9-0.  If a team cannot make a game, the captain must inform the Secretary and the other team A.S.A.P and before the match was due to take place.

(c) If a team is unreasonably late, 1 frame can be claimed every 10 mins and the match can be claimed at 9pm. 

(d) This applies to 5b and 5c.  The aggrieved team will be awarded a 9-0 win but no bonus points, also the aggrieved team will be awarded a win in their individual stats for the first frame only.  To claim the 9 points and individual player win, the team and captain must still sign and send in the scorecard. 

(e) The League will automatically disband any team failing to turn up on “TWO” separate occasions, during one season, the team and players will be excluded/removed from all League organised competitions.

(f) In the event a team does withdraw from the league for any reason the following will apply:

If a team withdraws before the halfway stage of a season, the table will be adjusted in reference to all the games that team have played. If a team withdraws after the halfway stage of a season, all results will stand and all other teams will get a 9-0 win for the remaining fixtures but not get the 3 bonus points

 

6(a) Points system – Every frame won equals 1 point accumulated plus three bonus points for the match winning team.
(b) League positions will be decided by a team’s “POINTS”, then “AGGREGATE SCORES BETWEEN THE TWO TEAMS” then “TOTAL WINS” if at the end of the season these are level between two or more teams, then a playoff will be arranged by the Committee at a neutral venue to decide Promotion/Relegation issues only.

7.  The “HOME” team to provide competent referees for all frames. The toss of a coin decides the “BREAKER” before each and every frame.

8(a) Each player must sign the scorecard when his or her frame is complete.  Both captains must sign at the bottom of the scorecard at the end of the match.  Failure to sign will result in a 1 point “TEAM” deduction.
(b) When a fixture has been completed the scorecard must be sent to the Secretary no later than the Saturday following the Monday Fixture. Failure to do so will result in the loss of the 3 bonus points. 

(c) If any Frames are in dispute, the captain or their deputy and the players involved must not sign the scorecard.  (Also see rule 12). 

(d) Any person or team caught falsifying a scorecard, or conspiring to “FIX” a result will be suspended from the league    immediately.

 

9.  If the player not in control unscrews their cue or walks away from the playing area, (during their frame and without the referee’s consent) it is deemed unsporting behaviour and the frame will be awarded to the opposing player.

 

10.  Once a player represents a team in a match, they will not be eligible to play for another team for the remainder of the season without prior consent from the committee.

 

11.  The minimum age required to register is 14 years old unless prior consent is given by the committee.

 

12(a) Complaints regarding all matters are to be submitted in writing from either the team captain, or landlord on behalf of their team, and must arrive at the Secretary’s address or e-mail within 72 hours of the incident in question. All written communication will be dealt with at the next scheduled Committee meeting. If the incident is deemed serious or urgent, a meeting will be arranged A.S.A.P. In either case, the Committee may wish to have certain people, who were involved, present at the meeting. These people will be notified in writing and in all cases, MUST ATTEND
(b) All complaints arriving after the 72 hours deadline will not be brought before the Committee (except rule 12d).
(c) All complaints will be given a fair hearing and settled by the Committee, whose decision will be FINAL.
(d) The Committee may investigate any situation privately at any time (without written communication from its members) and take appropriate action where necessary.

 

13(a) Teams and players are reminded that they are representing the Buckingham & District Pool Association.  Under no circumstances should any of its members bring the league into disrepute at any time.  Depending on the seriousness of any issue, disciplinary action could be taken against individuals or teams, which could result in a formal warning, suspension or exclusion from the league.

(b) If any disciplinary action is taken, those involved will have ONE right of appeal which will be given a fair hearing and settled by the Committee, whose decision will be FINAL.

 

14. If a player gets a 7 or 8 ball in their frame, they will accumulate 1 point in the “7 BALL LEAGUE”.  The player with the most points at the end of the season will win.  In the event of a tie, the players will have a decider to determine the winner on a date of the committee’s choice.  Simply write a “7” in the box on the scorecard instead of the normal “W or 1” against the person who achieved it as soon as the frame is won.  (Remember to put the 7 on the scorecard immediately after the frame has been won)

 

15. If a team loses their season packs as issued before the start of the season, a £5 charge will be applied for replacements.

 

16. Every venue must have a fly rest and a spider rest available for use on match nights.  If on any occasion a complaint is made as to rests not being available, a 2 point team penalty will apply.

 

17. All perpetual trophies are to be returned in the same condition, as which they were presented. Teams / individuals are responsible for these trophies, and any loss or damage must be paid for by the team or individuals holding the trophy. Teams / individuals not entering the league for a further season or withdrawing during the season will have to surrender any perpetual trophies immediately.

 

18. The committee will hold an A.G.M between the Summer and Winter seasons.  The Executive committee posts are held for two years.  The Chairman and Treasurer will alternate each year with the Vice Chairman and Secretary for election.  All other Committee posts will be elected each year. 

 

19. At any match, the home team may provide refreshments, but is not obligatory.

 

20. Player of the season awards will be based on most wins of 1st frames played during the season.  However the committee will make the final decision at their discretion.

 

21. Although the league doesn’t adopt the “shot clock” rule, the referee has the right to warn any player that they deem is taking unnecessary time between shots.  If the delay persists, a foul can be called and 2 shots given to the opposing player.  The referee’s decision will be final.

 

22.  Between seasons, the committee will allocate teams into divisions as fairly as possible.  However only a team finishing 1st in their division will be guaranteed promotion to a higher league.  The committee decisions will be final.
